Updates to the Encompass Server (i.e., Server Patch 3)
The Encompass 18.1 February Service Pack includes updates to users' Encompass client machines and a Server Patch that is applied to the Encompass Server. The Server Patch contains the relevant Encompass code that applies to the following enhancements. The Server Patch included with this release will be applied to the Encompass Server automatically and cannot be controlled manually via the Encompass Version Manager tool.
The Encompass 18.1 February Service Pack includes updates to users' Encompass client machines and a Server Patch that is applied to the Encompass Server. The Server Patch included with this release will be applied to the Encompass Server automatically and cannot be controlled manually via the Encompass Version Manager tool.
The relevant code in the Server Patch 3 portion of this release applies to features in Encompass Banker Edition only. This code in Server Patch 3 does not impact Encompass Broker Edition.
Encompass Settings
A new TPO Connect Site Management setting has been added under External Company Setup. This new setting enables the Encompass system administrator to specify the URL for Encompass TPO Connect that is included in the Welcome letter that is sent to new Encompass TPO Connect users.
This setting is only displayed for clients provisioned for Encompass TPO Connect.
To Set Up a TPO Connect URL:
- On the menu bar, click Encompass, and then select Settings.
- On the left panel, click External Company Setup, and then TPO Connect Site Management.
- For each Site ID listed on the screen, an Associated URL can be entered.
The Associated URL field cannot be blank.
- To test the Associated URL, click the Test button. A pop-up window is displayed that loads the website based on the Associated URL entered.
- If a “Website Not Found” message or the wrong website is displayed, then the URL is not correct and should be changed.
- Click Save to save your changes.

To enable the administrator to manage the number of times a loan can be re-locked, as well as whether a fee can be applied to a re-lock, two new settings have been added to the Re-Lock Enablement section in the Product and Pricing setting.
These settings only apply to expired or cancelled loans being re-locked and not active loans.
- Limit Re-Locks to not exceed [Enter Number] total Re-Locks – If selected, indicates the maximum number of re-locks allowed for a loan. The default number of re-locks is “2”.
- If the setting is selected, the system will check whether the re-lock request has exceeded the setting’s limit.
- If the limit has been exceeded, an error message, “The Re-Lock Limit for Inactive Locks has been exceeded. The Re-Lock Request cannot be processed.” will be displayed.
- If the limit has not been exceeded, the re-lock will be processed.
- If the setting is not selected, the system will check the number of re-lock transactions.
- If the system limit of 10 has been met, an error message, “The Re-Lock Limit for Inactive Locks has been exceeded. The Re-Lock Request cannot be processed.” will be displayed.
- If the system limit of 10 has not been met, the re-lock will be processed.
- Apply a Re-Lock fee of [Enter Amount] for each Re-Lock – If selected, indicates the fee to be applied to a re-lock. Both positive and negative amounts up to 3 decimal places will be accepted.
- If the setting is selected, then the specified re-lock fee will populate the appropriate Re-Lock Fees field on the Detailed Lock Request Form and Secondary Lock Tool.
- If the setting is not selected, no re-lock fee will be applied.
To Access Product and Pricing Setting:
- On the menu bar, click Encompass, and then select Settings.
- On the left panel, click Secondary Setup, and then Product and Pricing.

Trade Management
Currently, the Encompass Product and Pricing Service (EPPS) Loan Eligibility for Trades feature uses the date and time of the call made to EPPS to run the eligibility check and return pricing.
This enhancement updates the logic for the EPPS Loan Eligibility for Correspondent Trades feature to use the Commitment Date of the trade to run a historical rate sheet call. In addition, the eligibility parameters used and the LLPAs and SRP will be as of the date of the Commitment Date of the trade.
This enhancement only applies to Forwards, AOTs, Direct Trades, and blank delivery types.

Updates to the Encompass Client Machines
The following items are all client-side updates that are applied to users' Encompass client machines. These client updates can be controlled manually via the Encompass Version Manager tool. If the tool has been configured to always apply new releases to users’ computers automatically, users will receive this update upon their initial log in of Encompass following the release.
HMDA 2018 Support
An update has been made to enable financial institutions to correctly disclose total loan costs for applications to comply with 1003.4(a)(20). Financial institutions comply with 1003.4(a)(20) by reporting NA for the Total Loan Costs (field ID HMDA.X77) for the following loans:

Covered loans that are not subject to Regulation Z, § 1026.43(c), § 1003.4(a)(17).
-
Covered loans subject to Regulation Z § 1026.43(c) for which a disclosure is not provided pursuant to § 1026.19(f), § 1003.4(a)(17).

Purchased covered loans for which applications were received by the selling entity prior to the effective date of Regulation Z, § 1026.19(f), Comment 4(a)(17)-2.
To implement this logic, NA is now populated to the Total Loan Costs (field ID HMDA.X77) is populated when the following conditions are met:

The loan file uses the RESPA-TILA Form Version > RESPA 2010 GFE and HUD-1 forms.

Updates have been made to the logic used to populate the property address (field ID HMDA.X88) correctly on the 2018 version of the HMDA Information input form to enable financial institutions to comply with § 1003.4(a)(9). A financial institution complies with § 1003.4(a)(9) by indicating that the property address requirement is not applicable if the address of the property securing the covered loan is not known and the loan has an adverse disposition.
Encompass now uses the following logic to populate the property address (field ID HMDA.X88) on the 2018 version of the HMDA Information form:

NA is populated for the HMDA property address (field ID HMDA.X88) when all the following conditions apply. The HMDA property address cannot be edited manually.

The Sync address fields with subject property address checkbox (HMDA.X91) is selected

The Action Taken (field ID 1393) is not 1. Loan originated or 6. Loan purchased.

An update has been made to enable financial institutions to correctly disclose lender credits to comply with 1003.4(a)(20). Financial institutions comply with 1003.4(a)(20) by reporting, for covered loans subject to the disclosure requirements in Regulation Z § 1026.19(f) , the total amount of lender credits, as disclosed pursuant to Regulation Z § 1026.38(h)(3). Lender credits are amounts provided to the borrower to offset closing costs and are disclosed under Line J of the Closing Cost Details page of the current Closing Disclosure. Final § 1003.4(a)(20) applies to closed-end covered loans and purchases of such loans, but not to applications, open-end lines of credit, reverse mortgages, or commercial-purpose loans.
When a loan has lender credit, NA is populated in the HMDA Lender Credits field (field ID HMDA.X80) when the following options are selected on the HMDA Information input form:

The following new fields and options have been added to Encompass to support new ULDD data entry requirements.
- Other property valuation method type dropdown list – When the Other option is selected for the Property Valuation Method Type (field ID ULDD.X29) on the Freddie Mac tab on the ULDD/PDD input form, an additional dropdown list (field ID ULDD.X190) displays to the right of the Property Valuation Method Type dropdown list. The additional dropdown list includes two options that describe the Other property valuation method: Desk Review and Field Review.

The Field Review option has also been removed from the Property Valuation Method Type dropdown list.

Warehouse Lender – A Warehouse Lender checkbox (field ID ULDD.X193) has been added to the Transaction Details section on the Fannie Mae and Freddie Mac tabs on the ULDD/PDD input form.

Warehouse Lender ID – A Warehouse Lender ID field (field ID ULDD.X191) has been added to the Funding Source / Warehouse Bank section on the Funding Worksheet as well as in the on the Fannie Mae and Freddie Mac tabs on the ULDD/PDD input form.

FHA Loans
A new form, FHA Builder’s Certification of Plans, Specifications, and Site, is now available to generate and/or print in Encompass. (The form title on the printed form itself is Builder’s Certification of Plans, Specifications, & Site).
To access and print this form in Encompass, click the Print icon from a loan file or Pipeline view, click the Standard Forms tab, and then select FHA USDA/RHS from the Look In dropdown list. Locate the form in the list, and then click Add to move it to the Selected Forms list. Use the buttons at the bottom of the window to print or manage the form.

Decimal amounts are now supported in the Purchase Price (field ID 136) for FHA loans. After the Purchase Price is entered, the price is no longer rounded up to the nearest dollar. Two decimal values are retained for the cents amount. If the Purchase Price is populated by a calculation instead of by manual entry, the decimal amount is truncated after two digits, and the truncated amount is not rounded up. For example, a calculated value of $100,000.356 displays in the Purchase Price field as $100,000.35.

Encompass Forms and Tools
The Spanish-language version of the 1003 was retired in Encompass 17.4 and is no longer supported in Encompass, but it is still available to print in Encompass from the Archived Forms folder provided in the Print window. Please be advised that although it is available to print, this version was not updated with the Demographic Addendum changes required for the 1003 as of January 1, 2018 and is therefore no longer compliant. Starting in this 18.1.0.4 release, if a user selects the 1003 – All Required Pages (Spanish) form in the Print window, only Page 1 of the Spanish-language version of the 1003 will be generated and printed. Note that a blank version of the Spanish-language version of the 1003 can be found on Fannie Mae’s website here: https://www.fanniemae.com/content/guide_form/1003si.pdf
To access the Archived Forms folder in Encompass, click the Print icon from a loan file or Pipeline view, click the Standard Forms tab, and then select Archived Forms from the Look In dropdown list.
Important Note Regarding Access to 1003 Output Form

Changes were made to the calculation used for field 1191 (Points paid on purchase of principal residence) on the 1098 Mortgage Interest form. Previously, all “Points” charged to the borrower as entered on either the 2010 Itemization or 2015 Itemization were reflected in this field, regardless of who paid them. As of this Encompass 18.1 February Service Pack release, we have updated the calculation for Encompass field 1191 to subtract any portion of the “Points” charged to the borrower that the lender has indicated were paid directly by the lender on purchase transactions of principal residences. Encompass users can click the gold Lock icon provided for field 1191 to trigger a recalculation of the value to apply the new calculation that does not include the lender-paid origination or “Points.” If you have a practice or business requirement that requires a manual entry of this value, click the blue Lock icon to manually modify the value. Please review the data on the 1098 Mortgage Interest form to ensure the data provided on the form is as expected and update as needed.
When upgrading to Encompass version 18.1.0.4 Server Patch 3 (i.e., the Encompass 18.1 February Service Pack release) from an earlier Encompass version, the Points paid on purchase of principal residence amount (field ID 1191) will be locked for existing loans with a 1098 Interest for Tax Year (field ID 3614) of 2016 of earlier. This is done to maintain the data integrity of closed loans and disclosed loans.

The Yes and No checkboxes for Refinance with Original Creditor (field ID QM.X2) originally provided only on the Non-Standard to Standard Refi tab on the ATR/QM Management input form have now also been added to the input forms listed below:
The checkboxes have been placed next to the Purpose of Refinance dropdown list (field ID 299) on all of these input forms. The checkboxes now trigger a print rule condition that renders the correct Notice of Right to Cancel (RTC) form used for refinance transactions based on the selection in the dropdown list. Previously, the Purpose of Refinance field selection triggered the generation of the Notice of Right to Cancel (RTC) form. Placing these checkboxes near the dropdown list makes it easily accessible and more convenient for an Encompass user to complete the data entry.
If your company uses custom forms to take applications, it is recommended that you add the Refinance with Original Creditor checkboxes to forms and data templates where appropriate for your business process and work flow. Adding the checkboxes will help ensure that the data is available at the right time in the process for generating the correct Right to Cancel forms.

A new 320: Enhanced Relief Refinance option has been added to the dropdown list for the Offering Identifier field (field ID CASASRN.X163) to enable Encompass users to identify a loan for Freddie Mac as an enhanced relief refinance loan.

To enable users to apply a re-lock fee to every re-lock on an inactive lock, a new Re-Lock Fees section (with 10 fields) has been added to the Detailed Lock Request Form and Secondary Lock Tool. To enable users to apply custom price adjustments to revised locks, a new Custom Price Adjustments section (with 10 fields) has been added to the Detailed Lock Request Form and Secondary Lock Tool.
These adjustments can only be applied manually.
In addition, a new Current Lock column has been added to both the Re-Lock Fees and Custom Price Adjustments sections.
For both the Re-Lock Fees and Custom Price Adjustments sections, negative numbers and values up to 3 decimal places will be accepted.
Both set of fields have been added to the Encompass Reporting Database and the loan/lock snapshot.
Re-lock fees can also be applied to active locks, but must be manually set and will not be mapped from the new Re-Lock Fee setting (on the Product and Pricing setting).

Currently, when a “new lock” is confirmed, all extension fees are cleared for the new pricing. In this release, two additional sets of non-product related fees have been created, re-lock fees and custom price adjustments.
This enhancement ensures that when a “new lock” is confirmed, these new non-product related fees are also cleared.
This behavior also applies to auto-locks for “new locks”.

In this release, two additional sets of non-product related fees have been created, re-lock fees and custom price adjustments. This enhancement updates the behavior of the Copy from Buy Side and Clear buttons on the Secondary Lock Tool to include these new non-product related fees.
- Copy from Buy Side Button - When the button is clicked, the Re-Lock Fees fields and Custom Price Adjustments fields are copied from the Buy Side Lock and Pricing column to the Sell Side Lock and Pricing column or the Execution Comparison column.
- Clear Button - When the button is clicked, the Re-Lock Fees fields and Custom Price Adjustments fields are cleared in the Sell Side Lock and Pricing column or the Execution Comparison column.

Encompass Settings
A new Analysis Tools option has been added to the Personas setting which enables administrators to control access rights to the Analysis Tools in Encompass Settings. To grant access to the Analysis Tools, open the Company/User Setup > Personas setting, select a persona, and then click the Settings tab. Select the System Administration > Analysis Tools checkbox to grant access to the tool or clear the checkbox to revoke access.
Users assigned with the Administrator persona that are not at the top of the user hierarchy are considered Local Administrators. Local Administrators have different access rights than those users assigned with the Administrator persona who are at the top of the user hierarchy. These users are considered Global Administrators and by default they will continue to be able to access, and modify, business rules via the Analysis Tools. For more information about the different types of Administrator Personas, view the Persona Access to Encompass Settings and Add-On Products document.

Starting in Encompass 18.1.0.4 , multiple administrators from the same company will no longer be permitted use the Encompass Settings Sync Tool to sync data from the a source system to the same destination system at the same time. In addition, multiple administrators from the same company will no longer be permitted to log into the same source destination of Encompass with the Settings Sync Tool either. Multiple administrators from the same company are still permitted to log into the Settings Sync Tool at the same time, however they must be using different source and destination systems.
If one administrator is logged into the Settings Sync Tool and is syncing data to a destination and a second administrator logs in and attempts to sync to the same destination system, the following warning message will display and the second administrator will not be permitted to proceed with the sync. This same warning message will be displayed if the second administrator attempts to log into the same source destination that is being accessed by the first administrator and the second administrator will not be permitted to proceed with their log in:
The Source or Destination is already being accessed by another Admin session.

To enable a customer’s sys admin to manage which users can have access to the new TPO Connect Site Management setting, a new TPO Connect Site Management Personas right has been added to the External Settings tab.
A new persona created with Access to All Features will have access to this new right. Previously created personas, however, will not have access to this new right.
To Access the Personas Setting:
- On the menu bar, click Encompass, and then select Settings.
- On the left panel, click Company/User Setup, and then Personas.

Currently, the Company Details Basic Info tab associated with a Third Party Originator (TPO) enables both the “Delegated” and “Non-Delegated” Underwriting Types to be blank when “Correspondent” is selected as the Channel Type.
This enhancement updates the behavior of the Underwriting Type settings when “Correspondent” is selected as the Channel Type.
- When “Correspondent” is selected, “Non-Delegated” is automatically selected.
- When “Correspondent” is blank (not selected), both “Delegated” and “Non-Delegated” are blank.
- When both “Delegated” and “Non-Delegated” are blank, “Correspondent” is blank.
- When “Correspondent” is blank, and either “Delegated” or “Non-Delegated” is selected, then “Correspondent” is selected.

Electronic Document Management (EDM)
A new version of the Scanned Doc Uploader is being released to support additional levels of security provided by TLS (Transport Layer Security) version 1.2. The Scanned Document Uploader Service enables users to scan documents into an FTP-capable scanner, specify a local network drive where the scanned documents will be stored, and have the Encompass eFolder automatically retrieve the documents. The Scanned Document Uploader Service eliminates the need to save scanned documents and then manually upload them into the eFolder.
What is TLS?
TLS is a protocol that uses encryption and endpoint identity verification to provide privacy and data integrity between two applications that need to exchange data securely over a network. To address known vulnerabilities in TLS versions 1.0 and 1.1, the PCI (Payment Card Industry) Security Standard Council has recommended upgrading to TLS version 1.2 by June 2018. The Electronic Document Management feature in Encompass will transition to TLS 1.2 on April 21, 2018.
The Upgrade Process
A new version of the Scanned Documents Uploader that is compatible with TLS 1.2 will be available for installation when the Encompass 18.1 February Service Pack is released on February 17, 2018 (starting at 8:00PM PST). If your company runs Encompass version 17.4 or later, it is recommended that you transition to the new version of the Scanned Documents Uploader as soon as possible (after this Service Pack release) to ensure that your system is ready for the April 21 upgrade to TLS 1.2.
Important: You must upgrade to the new version of the Scanned Documents Uploader prior to the transition to TLS 1.2 on April 21, 2018. After the transition, your currently installed version of the Scanned Documents Uploader will no longer function with TLS 1.2.
Upgrading to the new version of the Scanned Documents Uploader is a three-part process:

Back up the ScanDocUploader entry in your Windows registry.
-
Uninstall your current version of the Scanned Documents Uploader.
-
Install the new version of the Scanned Documents Uploader.
The ScanDocUploader registry entry contains the configuration information currently used for your Scanned Document Uploader installation. The registry should not be affected when uninstalling your current ScanDocUploader installation, but it is recommended that you make a copy of the registry entry as a precaution.
After backing up the registry entry, uninstall the current version of the Scanned Docs Uploader, and then install the new version of the uploader.
Make sure you uninstall your current version of the uploader before installing the new version. The uploader will not function properly if two different versions are installed simultaneously on your computer.
To Back up the ScannedDocsUploader Registry Entry:

On Windows task bar on the computer where the Scanned Documents Uploader is installed, click the Start menu or Start icon.

Open the Run Command feature, type regedit in the Open field, and then click OK.
-
When the Registry Editor opens, navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Ellie Mae\ScanDocUploader.

Right-click the ScanDocUploader folder and click Export.

Name the file ScanDocUploader and then save it to a location on the computer.
To Uninstall Your Current Scanned Documents Uploader:

On the computer where the Scanned Documents Uploader is installed, click the Start menu or Start icon on the Windows task bar.

Navigate to the Control Panel.

Click the Programs and Features folder.
-
Find the Encompass EDM Scanned Document Uploader program, and then click Uninstall.

Click Yes if a confirmation window displays.

After the application is installed, click Finish to exit the installation wizard.

A Scanned Doc Uploader program icon will be installed on your desktop.

Trade Management
Currently, when a cancelled lock has been re-locked or a new lock is created, the associated Cancelled Date on the Correspondent Loan Status Tool is cleared.
This enhancement updates the behavior of the Cancelled Date on the Correspondent Loan Status Tool when a cancelled loan is assigned to a correspondent trade. The cancelled loan’s Cancelled Date will now be cleared.

When a loan is assigned to a correspondent trade, it is considered a “new lock”. To be consistent with the behavior of other “new locks”, the following non-product related adjustments will now be cleared.
